                    SENATE APPROVES GPO AND LC FUNDING

On July 20, the Senate approved H.R. 1854, Legislative Branch
Appropriations for FY96 (S.Rept. 104-114).  The amounts approved for the
Library of Congress and the Government Printing Office, including the
Depository Library Program, were the same as the Senate Appropriations
Committee recommended on July 18 (as reported in ALAWON Vol. 4, No. 66).

An amendment by Senator Ernest Hollings (D-SC) to provide funding for the
Office of Technology Assessment was tabled by a vote of 54 to 45.  By not
approving the Hollings amendment, the Senate increased the likelihood that
OTA would be eliminated.  The Hollings amendment would have reduced the
funding by 1.12 percent for several legislative branch entities (including
the appropriation that supports the Depository Library Program) in order to
provide $15,000,000 for the Office of Technology Assessment.  Hollings
wanted to present the amendment without cutting the Library of Congress.

Additionally, the Hollings amendment would have required the Librarian of
Congress to report to Congress with recommendations on how to consolidate
the duties and functions of the Office of Technology Assessment, the
General Accounting Office, and the Government Printing Office into an
Office of Congressional Services within the Library of Congress by the year
2002.

The Senate and House will work out the differences in their respective
versions of H.R. 1854 in a conference to be held soon, very likely this
week.  Although House conferees have not been named yet, they are likely to
include Representatives Bob Livingston (R-LA), chair of the House
Appropriations Committee; David Obey (D-WI), ranking member on the full
Committee;  David Packard (R-CA), chair of the Legislative Branch
Subcommittee; Bill Young (R-FL); Charles Taylor (R-NC); Dan Miller (R-FL);
Roger Wicker (R-MS); Vic Fazio (D-CA); Ray Thornton (D-AR); and Julian
Dixon (D-CA).

Senate conferees are Senators Mark Hatfield (R-OR), chair of the Senate
Appropriations Committee; Robert Byrd (D-WV), ranking member; Ted Stevens
(R-AK); Connie Mack (R-FL), chair of the Legislative Branch Subcommittee;
Robert Bennett (R-UT); Jim Jeffords (R-VT); Patty Murray (D-WA); and
Barbara Mikulski (D-MD).

ACTION NEEDED:  Please urge House conferees to accept the Senate position
on issues related to the Government Printing Office.

This includes numbers for the Superintendent of Documents Salaries and
Expenses Appropriation:  The Senate figure for this appropriation is
$30,307,000.  The House slashed the funding to $16,312,000, a move that
would put the future of the Depository Library Program--and public access
to government information--at great risk.

Urge Senate conferees to insist on their funding levels for this important
program that assures the American people ready, equal and equitable access
to government information in a variety of formats through depository
libraries.

Urge House conferees to accept the Senate position that the Public Printer
initiate a study that would, among other things, examine the functions and
services of the Federal Depository Library Program.  Also urge the House
conferees to agree with the Senate position relative to constituent copies
and bylaw distribution of the Congressional Record; the distribution of
copies of bills, reports, and other documents to noncongressional
recipients; paper copies of hearings; special binding of congressional
documents; and the production and distribution of the bound Congressional
Record and the bound serial set.
