                       HOUSE/SENATE ACTION ON BUDGET
 
     On Thursday, May 18, the House approved H. Con. Res. 67, the House
Budget Resolution by a vote of 238-193.  A number of amendments were
offered to change the resolution, but all were defeated.
 
     In other House action, the conference report for the FY95 rescission
bill was approved by a vote of 235-189.  The measure is still to be voted
on in the Senate.

                    HOLLINGS-HARKIN AMENDMENT ON MONDAY
 
     The Senate is in the process of debating its budget resolution, S.
Con. Res. 13, which sets caps for broad budget functions.  An amendment
will be offered on Monday afternoon by Senators Fritz Hollings (D-SC) and
Tom Harkin (D-IA) which would restore $40 billion to education, offset by
$70 billion which has been set aside in the budget resolution for a tax
cut.  The budget resolution being considered would eliminate 33 percent of
the federal investment in education by the year 2002, cutting the in-school
interest subsidy, reducing Pell grants, reducing funding for math and
reading skills, cutting funds for safe and drug free schools, and cutting
programs across the board.  The prospect of cuts on smaller programs like
library programs is very real.
 
ACTION NEEDED:  Calls should be made on Monday, May 22, to Senate offices
in support of the Hollings-Harkin amendment.  Particularly important are
the following Senators: Chafee (RI); Burns (MT); Cochran (MS); Frist
(TENN); Cohen (ME); Jeffords (VT); Kassebaum (KS); Simpson (WY); Specter
(PA); Snowe (ME); Packwood (OR); Hatfield (OR); Campbell (CO).  Capitol
