          SENATE CONTINUES DEBATE ON RESCISSIONS - ACTION NEEDED
 
The Senate is continuing debate on HR 1158 (S.617), the FY95 Rescission
bill.  The Dole amendment amends $12,916,000 from the Higher Education Act
II-B library program, not $10 million as previously reported.   (See
ALAWON, Vol. 4, No. 32, March 31, for additional information.)  The full
text of the amendment is published in the Congressional Record of March 31,
1995, S5007-5018.
 
In the Congressional Record of April 4, Senator Dole states that he hopes
to have a vote on the cloture motion he filed by Wednesday or Thursday,
April 5 or 6.  If the bill is not completed before recess, "much of the
money will be spent by the time we are back so we could lose, it has been
estimated, maybe $1.5 to 2 billion--if we do not act before the recess."

This would not be the case for library fellowships, however, since those
grants are awarded in June.  Problems remain if LSCA Title II monies are
rescinded, because some states, like Arkansas, California and Texas, have a
different grant process and do not request their allotment until later
summer or September.  The Senate plans to adjourn for the spring recess by
the end of this week.
 
ACTION NEEDED:  There is still time to make phone calls to Senate offices,
alerting them to the proposed library rescission.  The Senate switchboard
number is 202-224-3121.  Every senator should be contacted and be asked to
preserve the library programs funding and remove them from the rescissions.

          NII ADVISORY COUNCIL TO HOLD OPEN MEETING IN NEW MEXICO
 
The President's Advisory Council on the National Information Infrastructure
will be meeting on Wednesday, April 12 from 9:00 a.m. to 4:00 p.m.  The
meeting will be held in Santa Fe, New Mexico in the Main Ballroom of the La
Fonda in the Plaza Hotel at 100 East San Francisco Street.
 
The agenda for the meeting includes a discussion of different Mega-Projects
topics under the KICKSTART program such as "Access to the NII" and
"Privacy, Security and Intellectual Property."  A KICKSTART panel will also
discuss successful models in the program.  The meeting is open to the
public, and a time is provided in the agenda for public comment, questions
and answers.

      MEETING OF THE DEPOSITORY LIBRARY COUNCIL TO THE PUBLIC PRINTER
 
From Monday, April 10 to Wednesday, April 12 the Depository Library Council
to the Public Printer will hold its Spring 1995 meeting which is open to
the public.  The meeting will take place at the Rosslyn Westpark Hotel,
1900 North Fort Myer Drive in Arlington, Virginia.  The purpose of the
meeting is to discuss the Federal Depository Library Program.
