          FY95 RESCISSIONS TO BE FINALIZED BY SUBCOMMITTEES TODAY

This morning the Appropriations Subcommittee on the Interior, chaired by
Ralph Regula (R-OH), approved a rescission package which included cuts in
FY95 appropriations for the National Endowment for the Arts and the
National Endowment for the Humanities.  Despite some eloquence on behalf of
the programs from former chair Sidney Yates (D-IL), the vote was 6-3 to cut
each endowment by $5 million.  The rescission package will now go to the
full Appropriations Committee for consideration.

The Labor Health and Human Services and Education Appropriations
Subcommittee will meet this evening at 6:30 p.m. to put together its
rescission bill.  Expected to be included in FY95 cuts are LSCA VI-Library
Literacy and HEA II-B library fellowships.  It is rumored that the
committee is trying to reach from $1 to 7 billion in cuts.

Other areas of concern are Pell grants and student aid, particularly work
study grants.  Students have established a "Save the Student Aid" hotline
that may be used at a charge of $3.65 to contact Congress.  The number is
1-800-574-4AID.  The Alliance to Save Student Aid has established an e-mail
account (student.aid@nchemail.nche.edu) which provides access to background
information on student aid issues, a sample letter to Congress and other
items of interest.
